WHO SHOULD MAKE THE FIRST MOVE?

To me,i think the guys should make the first move..
If the girl make hints to show that she likes you..
make the move lah..

And guys shouldn't show girls expression that makes her think that you like her..
Coz she will never get over it..
If the guy really like her..TELL HER..
